does anyone know why this is?

I have ridiculously bad shadows under my eyes. It might seem like I’m exaggerating but I’m not, they’re really big and a horrible dark purple colour. It’s not from lack of sleep, water or excerise and i don’t think it’s genetic because none of my family has them. Simple home remedies don’t get rid of them. I’ve had them for a long time, does anyone know a medical reason why i might have these? How can I get rid of them? I’ve heard hemorrhoid cream works, do you know if that’s true? And how can i get hold of it, i’m only 15. Thanks
