You can go to your local library and find a book of state codes and regulations. To my understanding, you do not need to set up a business entity. I operate several such sites (not in Utah) and while laws governing them will vary from state to state, as long as you pay income tax on what you make from the site. You should be OK.
As for starting the site. Go to and get a domain name. Go to and get hosting. Make sure you buy more hosting than you think you will need, nothing worse than cutting it close and going over bandwidth. If you intend to build the site yourself, you will need a working knowledge of HTML. It sounds like you are shooting for an amateur site, so that should get you going.
